Civilian Nuclear Trade Agreement
President George Bush and King Abdullah watch as Secretary of State Rice and Foreign Minister Saud al-Faisal signed a package of agreements including a Memorandum of Understanding on civilian nuclear power during a May 2008 visit to Riyadh.
The United States and Saudi Arabia signed a “Memorandum of Understanding on Nuclear Energy Cooperation” in 2008 during a visit of President George Bush to Riyadh, Saudi Arabia. The MOU called for the countries to “establish a comprehensive framework for cooperation in the development of environmentally sustainable, safe, and secure civilian nuclear energy through a series of complementary agreements.” As of late July 2011 the parties were preparing to engage in talks to advance the MOU and seek an agreement on the terms of a civilian nuclear energy program. Reporting suggests the agreement has critics, especially in Congress, who may make concluding an agreement problematic for Administration officials.
